Kids should be equipped with adequatly durable identity tags, i.e. sewn into the lining, clothing or shirt, a piece of cloth with the child's family name, first name, date of birth and residence adress.
(So they know who to send the bits later. I think this is one of the creepiest frames in both microfilms)
