In the event of a threat of war, the appropriate authorities introduce to the country the state of "direct hazard to the nation", and inform the whole population so it properly prepares itself for defense and self-defense against the enemy's attack.
Every labour which goal is to prepare the shelters to a war-readiness state, should be executed under the management of the proper authorities.
War readiness of a shelter is accomplished by:
- tidying its interior
- demolishing unnecessary walls
- bricking up useless orifices
- covering up with dirt the exterior walls
- isolating (making it hermetic)
- checking the functionality of the devices and the equipment in the shelter (filtroventilation, motors, bolts, latches, measuring instruments, ventilation valves, etc.)
- supplying individual rooms with equipment and materials needed for normal exploatation.
