Standing on the top level of the Equipment Terminal, looking down through the central opening. You can see the floor of the next level down, and the next floor is visible but covered in water about 2 feet deep. Everything beyond is reflection of what's above. The water that had collected throughout the facility was very murky. Vault Boy-daker stands below, the keeper of The Light.
