Hi, 4 of my 6 guys have a red colour on their melee and unarmed skills, even when I remove all equipment from them. They are not under any texted effects and have full hit points. What may be the reason and how can I gain back the full points?

I'm unable to get the Weapon Handling perk because my stregth is too high. I need that perk and I don't want to restart the game after weeks of battle in tough guy mode :-) Is there any way to edit the perks of one of my characters?
