Sorry it's WAY LATE but the answer is open the console, click the railing, then type disable and hit enter. There's really nothing more specific than that.
Update: I figured out how to remove objects blocking NPCs, select the object and type "disable"
The object will completely disappear... you can even vanish whole buildings.

Obviously the child race is unkillable unless they are the player, what happens if you add NPCs to the "player" faction or race

There are commands called enablefast and enablefasttravel... actually one may be a variable or they may be the same. Try those in console, and if it says it needs an integer flag add a 0 after it.
But basically this says there's some flag in the race characteristics that makes them not take damage. If someone would tell me where race characteristics are stored in Oblivion I'd be happy to figure it out.
Change two lines in your fallout.ini file to
bForceReloadOnEssentialCharacterDeath=0
bEssentialTakeNoDamage=0
Then target the children and type in console "Agerace 1"
This will make them teenagers.
If the story and dialog were at the same level as the first two I'd have been happy. And what's this not playing after the end crap about? And no summary of what happened to any of the towns you saved/destroyed?
Yeah there were a lot of things that would have taken less effort on their part...
