When you observe Chip, the text should say something along the lines of: "he is a bald man who appears to be in a lot of pain". If it just says a male punk, then its not him. But like Per said, there is another way to progress.

It worked for me just last night. It might be different because I use Killap's Restoration Mod, but I massacred the Hubologists before doing any other quests, then went to the Captain, and he thanked me for all that I did for his men.

Don't know what to tell you about Chip, but a work-around is to go to the Hubologist place and kill AHS-9 (and several other Hubologists in the process). This will give you the "Idolized" moniker for SF, and will allow the Captain to talk to you.

Naturally, on a Fallout forum, you'll get alot of "yes" responses. I agree with the poster above me that you should pick up the trilogy. I personally think the first game is better.

My favorite weapon, at least in Fallout 1, is the assault rifle. Its boring, but it was pretty much my main gun for 90% of the game. Plentiful ammo, packs a punch and causes the occasional hilarious death. Winner in my book.
