I got an error while trying to launch ISC "Run-time error '339': Component 'comdlg32.ocx' or one of its dependencies not correctly registered: a file is missing or invalid. I have the comdlg32 file in the folder. Now how do I execute it? Btw, using Windows 7 64bit here.

VO or Talking head for important NPC only. That is why when you get a talking head in F1 and F2, you know that NPC is one of the crucial elements in the game. No one wants their M-4 assault rifle sounds like wasp-in-the-can. :)
