Fallout 2 mod Fallout: Yesterday

I can't seem to find the NCR Trooper I was told to meet in Fort Desolation. The piece of paper says to arrive before 1900 and I've looked around what I believe to be the entire fort at both 1200 and 1800. Is this simply a quest that hasn't been implemented yet?

She could be easily missed. She's near the outhouse, wearing robes unless it's night-time.

The Blackfoot location seems bugged. When you go into the grid in the west the town becomes inaccessible. Even if you leave, the world map menu will have the option to select "settlement" but it still drops you into the ruined area.

plenty of such places in Yesterday..

thing is most areas haven't been developed to maturity state yet..

some transition grids lead to places even without exit grid, you'd be stuck, and some townmaps have all sublocation markers under one place, and sometimes this place is the nasty one without exit grid.. my temporary proposal use numeric keypad to select enter location, and confugure & use fo2tweaks with "worldmap ejection" button if you stumble upon a location without exit grid..

the nuances will most likely be fixed in some future update, yet for now this is the only way to handle them.

Sorry about that. It's a completely unfinished area. It's only purpose right now is so that you can find and talk to Chagas who is critical for the main quest.
 
Where are the Jericho schematics I've looked everywhere in the whole area on all 4 maps, I've read that they are supposed to be next to the water plant on the last map on a desk, but it's not there or in any locker

I've read comments from here and NMA forums and they say it's the building next to the water plant In Jericho but ive searched all desks and buildings there and there are no schematics

Could I have gotten them and accidentally used them on a different character besides Otto? Like maybe I gave them to the other engineers by the police station?

Also does 15mm Artemis Rail Gun use big weapons or energy weapons?

Additionally, I found all the counsil members on the rim but when I go to turn back in the quest , the "council members are back in their seats" loops and I can't continue to the next step. It just gives me 400xp every time I turn in unlimited. Any suggestions?
