the ending should be about which one have the most interesting results, and serve the world building, not what is better for vegas or your favorite faction or whose is right or whatever
i didn't play new vegas since a year so my memory is rusty about the game
I think the ncr shouldn't have a win here they just getting a win is the most boring answer, and it's clear how things will play out, they did a ridiculously bad job there because of oliver and i don't see hem doing better, maybe them losing in vegas will cause the desert rangers secession from the ncr, always wanted to meet them as independent faction that we hear of in Fallout not just offscreen jobs and skills and not talking to anyone of them, Anyway the NCR are expanding so it is not the end of the world for them
The legion will wipe any culture they see, it is a good reason for me to say: NO
vegas should be independent from these, they are between the legion and the ncr and they make profit from it somehow, like the divide did before getting blown up

House makes sense from a storytelling perspective because it allows the three factions to all exist for the 'sequel', as well as the minor factions. All House really needs to do to win is get the platinum chip and activate the Securitron bunker, then let the NCR and Legion wear each other down at the battle. In the game you have to destroy the Brotherhood too but realistically House doesn't need to do that to win. Independent Vegas would necessarily reveal too much about the Courier.

Pretty much my thoughts. It allows as much as possible of the world to continue into the future in some iteration or another. I would have the Courier talk down Lanius and tell him to go back specifically because I think it would be interesting for Lanius to care about the Legion lands and want them to survive but have no experience or knowledge of how to govern a nation as big as the Legion which in Caesar's eyes was just a stepping stone into something else anyway.

If I was the head writer I would have Lanius find out about Caesar's affiliation to FotA, send out frumentarii's to kidnap whatever FotA they could find and eventually the FotA they collect would work together to basically subvert the Legion and slowly try to turn it around into becoming more civilized (as if they don't do something Lanius himself is going to collect their heads (as he's already done to the FotA's they collected who wasn't playing nice)), leaving Lanius as effectively a figurehead (who knows he is one and doesn't like it but is biding his time, watching them, learning how they work so that he can eventually just get rid of them as he doesn't want them to subvert the Legion too much to become spineless and weak as he does want to eventually take the NCR again).

However, not everyone in the Legion can just turn around. We have some real sick pups in the Legion and expecting that constant raging war machine to come grinding to a halt to focus on internal growth is going to cause schisms, effectively creating new Legion derivatives that cut out their swath of land.

I think that could be an interesting story, but it's just a napkin idea.

well the problem here is how would he learn about caeser past? isn't it told for you by joshua?
anyway if these followers want to normalize the legion they should do it carefully and slowly so lanius and the rest of the legion don't feel the changes, if they want to get rid of their misogynic idea they will first hire women mercenaries along with men like in van buren
then they introduce tiered citizenship like real roma so they can add freedmen tier for slaves so they can manumitted
make a vote system for military leaders, judges, representatives etc
and tech, from what i know the legion don't mind tech, they scavenge it but don't use it mainly
so introducing something like the chariot shouldn't be a hard thing on them
