    In the end, I went with more progressive penalties... I found it more fun to be "rewarded" with increasingly better crit zones instead of all at once.

    The critter stats are optimizations relating to the way Weapon Penetrate works. They're not strictly needed but the difference is felt earlier in the game when using them.
