    There are just a few time-dependent quests, but none in the Hub that I can recall. Also I'm pretty sure you don't lose the discount once you've finished that quest.

    As has already been said, there's little strange or surprising about this. Clearly Bethesda are good at what they do and a designer can appreciate that. (It's just that a lot of people don't consider what they do to be particularly Fallout.)

    There is no "special conversation". The IN 10 options are "Do you know where Jonny is, boy?" and "Did Jonny fall down the well, Laddie?" and they just allow you to bypass the sequence where you ask Laddie questions.

    You could perhaps use an inventory editor to get some lockpicks, which can be used during combat. You could always try the Dynamite solution first if you don't want to cheat unless you have to.

    I seem to remember loading saved games from the original, non-Vista-ified save location after moving my files from Win 98 to Win 7.
