Map editor and Critter editor for FO1?

FUCK can open the protos if you increase their size but you can't edit them with FUCK because F1 won't be able to load them. Here is a guide how to edit Fallout maps with Official F2 Mapper. You can also edit protos with the mapper. Edit: utility to change size can be found here.

    disabling windows services

There are no windows services required for running fallout with any mod (of course, you shouldn't disable "'windows audio" if you want to hear audio). Fallout works just fine with Black vipers "Bare-bones" set up.

Time hack request in Fallout 1

Just don't mistakenly change the time savegame was created instead of "game ticks" and, imho, everything should be ok. The date in the game. This field stores the time – the number of seconds since 25.07.2241 0:00:00 multiplied by 10 (the number of 'ticks'). [Fallout 1 starts at 5.12.2161]

    Which mods/patches for Fallout 1&2?

Yes, there are unofficial patches and Restoration Project (I'd say it's in somewhat pre-alpha stage). Here is the installation order: 1) 1.2 semi-official patch 2) 1.3 unofficial patch 3) NPC Mod 4) Restoration Project Personally, I'd say that patches and NPC mod are MUST install, but...
