What are you talking about? Fallout 3 had loads of perks that were more than just skill perks. There was that one for getting rid of robots, the lady killer/black widow, some involving radiation. I don't see where you are getting that they are not creative.

I don't see any issue with the guy liking Oblivion. Despite all of its glitches, gameplay issues, and repetitive NPC voices, it really is a great game. So much to experience in that game. Maybe not the best RPG of the decade, but definitely one of the best and most innovative games of the decade.
