What makes it so difficult porting it ? I mean they ported Quake II and i think its equal to Fallout... since it was released in the same year

I have downloaded the Critter Packs from this page but I have no clue how to install them. When I put them into the Fallout 2 folder as described it doesnt work ! :( Or do i have to rename every .frm file file by file !?
