fdisk and Windows Disk Manager are not the same mate :) Are you encountering the same problem with DM? In that case you have some unmovable files way far down the disk (strange on a fresh install). There are two ways around this. Either track these files and delete them (Turn off System...

Click Start, right-click Computer, select Manage. In the window that appears go to Disk Management section. Right click C: volume, select option Shrink Volume, enter required values. Once shrinking is done, create a new volume in the empty space and assign it a letter.

What OS are you running? FDISK is NOT the tool to use to resize partitions containing data, stay away from it.
