From what i have seen, the UI between the console and PC version will not be that different. Just, as you said, different fonts and such. Basically superficial changes but not anything more than that. Maybe i missed something but i doubt it.

When you enter a city for the first time, you must click on the triangle that is in the cities circle on the map screen. The worldmap/city button wont work. Only when you come back. The reason Arroyo has it, is because you started there and therefor have 'entered' that location allready.
