Thanks for posting all of this, is was very enjoyable reading and I learned a lot about Fallout history. I do wonder how would Fallout looked like with GURPS, original gore system and other forgotten/dropped features. I guess we will never know.

I am sure that armor takes a part in the fear system. I remmember I had to take off my leather armor when I fought Dunton brothers at Torr's Camp, else they ran away. And try to kill them when you have almost no ranged weapon :(
