    Importance of Jury Rigging?

Depending on your repair skill, yeah. WRKs are a rarity if you don't plan on scavenging to build them or find the schematic in Dead Money. I'd say take the perk. It's certainly not useless, and it's nice to have the option when your rare armour is trashed.

    Redeeming qualities of the Enclave?

Speaking of mutants and trying to stay OT: Wasn't Frank Horrigan a Super Mutant, essentially? Can't say he redeems the Enclave but i thought he was pretty badass.

    Importance of Jury Rigging?

If you want to use the Gannon family or Remnants power armour then it's even more valuable as those sets have terrible item health, but even then i always opt for the T-51b because i dislike having to repair my armor constantly... sodding Deathclaws!

    Redeeming qualities of the Enclave?

They do. It would be as contrived as land not recovering from a nuclear war after 200 years if they didn't. The whole idea that Super Mutants on the east coast get bigger and dumber as they age would only appeal to those with a lack of understanding on how biology works.

    Redeeming qualities of the Enclave?

In theory, yes, but i don't see why Super Mutant kids wouldn't change again through puberty, unless FEV includes/skips it. They could still grow up though. I imagine that the forced evolution resets the biological clock, yes. I'm not a scientist but the key to youth is young cells and the...

    Redeeming qualities of the Enclave?

In an ideal world this would be a sound idea, but those darn pesky Vault Dwellers will just come along and ruin our shizz, and the most numerous humans don't have the common courtesy to be prime normals so that they don't turn into Dumb-Dumbs!

    Redeeming qualities of the Enclave?

But their improvements are ultimately superficial as they can't reproduce naturally.

    Redeeming qualities of the Enclave?

As far as i am aware, not everyone in the Enclave believed what they were doing was right, and even among those who did it was solely because they believed in something greater than themselves. Apart from how they were written in FO3, you have certain members, most numerously soldiers, who were...

How to make Fallout 3 have a good story?

I totally see where you are coming from with the Enclave. I'll elaborate on my inclusion of them by saying that they'd be an anti-Brotherhood of Steel type faction modelled from the original BoS chapter in Fallout 1; not a fully-fledged force but a chapter of sorts operating in the background...

How to make Fallout 3 have a good story?

How to make Fallout 3 good story-wise? Oh boy.. there's a lot that needs fixing for it to meld with a fully-developed adult mind so this can go two ways: 1) rip out Good Guy Emil's storywork and replace most of the dialogue or 2) completely overhaul Emil's storywork and still replace most of the...
