NCR's arrival likely forced his hand. His primary objective was (is, and always will be in my opinion) New Vegas, so he needed a convenient place to quickly dump the folks that wouldn't go along with him... Freeside was it. Of course I'm just speculating, but the All or Nothing endings do state...

Only thing I remember is that if you install NCR as the constabulary of Primm, House will "punish" them with heavy taxes. Put in anybody else--Meyers, Primm Slimm--and it's business as usual there. Other than that, House's attitude is strictly laissez-faire in regards to the out-lying communities.

Despite all my cursing and complaints, I was compelled to soldier on because of the well written story, characters, and factions with their dynamic relationship. Don't think I would've endured such for a shallower gaming experience a la Fallout 3 or Skyrim.
