strange, i just got into vault city and went to speak to sergeant stark. he spoke to me as if i was a citizen, then abracadabra i was a citizen. all the other guards refer to me as 'citizen' and i also have access to the vault ! so how come i just became a citizen. btw when i reload my savegame...
