Demand that lore is accurate and future lore is realistic for the Fallout world. Also I'd like my decisions in game to matter like FO1/2. Engine wise I would go UE4 or Cryengine I feel first-person can be very immersive if combat is done right and graphics are accurate enough.

Showing humanity slowly rebuilding not in complete ashes like FO3 with a deep story, good exploration, and dark humor.
