    I started a new character yesterday to mess around with OWB perks. I gained some NCR reputation and headed into NCRCF to find Meyers. Lo and behold, an NCR Ranger showed up right smack dab in the middle of the lobby to hand me the radio. Suffice to say, the poor guy didn't last long.
