Aside from the actual DLC itself, how many changes can we expect from the game each time it's given new DLC? Is each DLC basically a DLC + a giant patch to fix bugs and improve playability?

Not only do they have infinite magical ammo but also healing factors? And basically no wear on armor and guns? Is there anyway to make it so that NPCs have no magic ammo, have regular weapon/armor degradation and aren't so Wolverine-esque?
