The conversation is in Nash's dialog, according to the GECK. I just can't trigger it. I also just wanted the combat experience, not quest complete. I wanted to kill the sheriffs for the lulz, but I can't replace them. NPCs don't realize the sheriff is now dead.

Fallout 2 should have everything from the first game, with a few more armor sets. Animations and the like are identical. Same engine and graphics for both games, though the second one's combat engine was tweaked, slightly, to allow for different attacks (same animation). Good luck.

I was able to fix it by deleting the GECK preferences files in the "My Games" folder of "My Documents". Posting here in case anybody else has the same problem come up.

Out of curiosity: why don't you just change the skin color of punk-girl's head so you just have to copy and paste the head? It's cool that you're changing her to match what's already in game, but it's totally understandable for you to do things easier.
