    This is really a gross oversimplification - the Fallout games have always been careful not to lay blame for the Great War on any one party. China was as complicit in it as the U.S. were.

    Also, I didn't see this bit earlier, but: Yes, it really is staggeringly dumb. You wouldn't even need to filter the water in the Potomac for radioactive particles, it would have all settled to the bottom of the river or been washed out into the Chesapeake long before Fallout 3.
