Yeah it's possible. Also i got to say, Yes Man is available all the way until the last near end quest. He is the other House anyway so switching to him is easy, just kill the old bastard. Everything else gives you tons of exp, NCR or Legion.

After protecting the President(or killing him) there is this last optional(or not, depends) quest. After doing that and reporting back end game quest begins at the dam and you can't go back. You can do the last quest and not report, finish what you want to finish and then report and start end game.
