Strange, every time i've done the Sierra depot all turrets were along the entrance were online. Made it some what difficult to get in the damn place when your only at a small level and wearing crappy armour. I'll never try that again....soo messy! Wonder why they were offline...

They could be used to make bags. They maybe are water proof so they could be used in that sense for certain things. They could even be used to make some small make shift tents but you sure would need a hell of a lot them to make that. But anyways, there not completly useless...
