Having a fair share of both, i think works for the best. TF2 often fucks it up by putting achievements that ruin the fun for everyone like taunting when ubercharged, etc. Fallout would benefit from some more achievements that forced you to do pacifist or psychopath or strange playthroughs...

It always assumed that given how heavy and bulky PA is, it enhances your strength just so you can carry it. It weighted a lot in the older FO games and you'd usually end up encumbered unless you equipped it. In any case, running with PA should look different than running with a leather jacket...
