Figured it out. For some reason my antivirus blocked NewVegas.exe from writing to hard drive. When I put it in exceptions, everything is fine.

I think some of the characters are done quite right or at least are done in interesting way. However I couldn't get past the 20 hour mark of gameplay because the game is simply annoying. Oh, and just gun sounds are huge improvement over FO3. Other than that, I can't think of anything.
