The image in the OP is really wrong since it's snapshotted before upscaling, so of course it's very sharp. You're not going to get anything as sharp as that if you upscale.

I'm not aware of there being any guide, I used it to just quickly browse through the maps. I think it reads data only from master.dat critter.dat and patch000.dat and the data folder? It's an old mapper, it was kind of interesting before the reversed versions of Fallout - but we're spoiled now...
