I am intoxicated... but here's how the main page reads on the issue: perk = Level 9, 7 in Agility, 6 in Intelligence and 4 in Perception. those are minimum values, correct?

quick question.. here are my stats: st 9 pe 9 en 5 ch 7 in 9 ag 9 lk 4 and the game is not giving me the 'bonus rate of fire' perk. Maybe it's the alcohol talking, but shouldn't I be getting it by now? (I've lvl 12). btw.. what happened to the FO2 forum?
