I run Win2K Pro w/SP4 on my homebuilt PC and did the manual install of Fallout 1. It seems to work OK. This may be an obvious question, but is your HDD letter 'E' or 'C'? You CFG file has the paths as 'E'. If the HDD is 'C', make the changes and try it.
