You make good points. You'd think there would be far fewer super mutants in FO3; unless all the developers played fallout and got the vatted ending (probably did...).

I bet the ugly mutant with two tongues is an 'ultra-smart' super mutant / friendly NPC. Maybe hes mayor of the new super mutant town! Something like Harold (from Gecko) blended with Gizmo (the fat guy from junktown) ... lol.

In an FPS its already hard enough to hit your target anywhere in the body adding % would be kinda redundant. So even if you see the % what do you do then? You have to aim for the head manually? Or set the gun to an 'aimed shot' mode and it auto-targets the selected area with every shot...

Dystopia - HL2 mod Pretty amazing (free) mod, set in a cyberpunk atmosphere a la Neuromancer.

I remember playing as a 'torr-esque' dimwit in FO2 and talking to the midget trainer in New Reno. One of the dialogue options was "(Beat the little man and take his lunch money.)" Made me chuckle for a while... then I became sad when I realized something like that will never be in FO3.

Another reason for not having coins as currency would be because they likely phased out before the war. I would figure by 2070 almost all transactions would be done with plastic or wired from accounts.
