I think one of the reasons it gets such glowing reviews is that 95% of them haven't even played 20% of the game before they "review" it (yay for guesstimated statistics). They haven't repeated the subways ad nauseum, haven't bumped into the plethora of retarded design decisions and bugs. And...

The amount of work necessary to mod Fallout 3 into any kind of game even resembling the originals is just titanic. You would basically have to strip out everything and restart from scratch, while perhaps being able to keep most of the 3D models, textures, and some of the side quests...
