It's possible they were airburst weapons. If they were airburst neutron bombs, they would still generate potent heat and blast effects, but would be simultaneously less devastating to infrastructure and more hazardous to humans, owing to their enhanced radioactivity.

Ireland's pretty close to the UK (in fact, part of Ireland is part of the UK), so I imagine they'd be getting a heaping dose of radioactive fallout of their own.

Apparently the centaurs and supermutants in FO3 were created in one of the local Vaults as some sort of experiment, rather than by the Master.
