He does seem to miss a lot against targets far away, same like me, but he has infinite ammo (I assume) so has no ammo concerns unlike me. I generally try not to shoot in VATS unless I have at least 40% accuracy. Maybe that's just a newbie thing though, and I'm supposed to shoot at 10% and up...

I'm not running any mods, I even disabled some of the DLC that gives you crazy stuff like GRA. If he's gonna get even more powerful, I'm more inclined to just leave him somewhere, it's ruining the game for me, taking away any challenge whatsoever... I'd like some more opinions of people...
