Fallout: Bakersfield (Fallout in DOOM engine)

The best depiction of 3D Fallout I have seen, hands down. However, this seems to play like a boomer shooter, minus the movement. It would have been cooler if the combat was turn-based but in first person, and I can't think of any games that do this unless it is not feasible.

Afterwards Fallout 2 in UDK [but non-interactive]:

question @Gizmojunk weren't you trying to mode fallout 3 camera into top down view? it seems possible, and there is modes that replicate turn based and map travelling from the originals, it would be interesting to see the final results

I asked a Bethesda developer if the game time, and the combat AI, could be manipulated (using the built in script functions) to imitate turn based combat. He thought yes, but that Bethesda would never do it, or test it.

I did some UI concepting examples, but no fully playable mods; no combat examples.

The other issue was the maps. Every map would have to be altered because most of the ceilings (and many of the roofs) are one-sided; never expected to be seen from above.
