Intelligence and skill points

I'm pretty sure intelligence has an effect on skill points but I'm not sure exactly how it works. What's the formula for how many skill points you get, per level?

The formula for skillpoints is: 5 + (2 x IN). This formula offcourse excludes traits that influence the amount of skillpoints you get (i.e. Skilled and Gifted).

And it excludes perks like educated as well

How many skill points does gifted remove per level?

5, so you effectively get 2 skill points for every point of INT.
