Sonny, I Watched the Vault Bein' Built!

I have a server in my room that I've been using to host my own image files with. My ISP is a bunch of pricks and has blocked port 80 in an effort to force people to get a business account, which isn't a problem, since I just use port 8080 instead.
The problem is this: they also force me to use a dynamic IP address. Every time I define a static one on my router, they make it invalid in a couple of weeks. (Maybe they just renew the whole system and there's an IP conflict which I lose, I don't know)
So when I post a picture on any forum, I use an IP address (199.126.182.50:8080 for example) instead of a domain name. Every time my ISP forces me to change my IP, I have to go back and change all those IP addresses that I posted in old posts if I want then to show up.
I would like to be able to have a domain name so I can use the domain name in the picture url and just change the IP that the domain name points to every time my IP changes.
I've tried dotTK, but they won't let me have a port in the IP address. (Not a problem with my previous ISP, since they didn’t block port 80 so I didn't have to define a port)
My question is this:
Does anyone know of any free domain name site I could get a domain name from that allows ports to be specified in the IP address?
(NOT free hosting, I can host my own stuff, I just need a domain name)
If it affects anything I use Apache on the server, and the server connection goes through a Dlink DSS-8+ switch and a Linksys 4-port router.
