Swift Learner perk - bugged?

I've just realised that I've wasted two levels of the Swift Learner perk on Trevor (cos he's got the mental capacity of a cinder block) and he's only getting 13 skill points per level, as he originally did. Two perks and he's still his own stupid self! Has anyone encountered the same? If this is a bug, can it be fixed?

I got the same thing happening to my characters. I figured give a couple the swift learner would star to add skill points but got nada. This blows! I think this perk is bugged. I have downloaded the patch too.

My thoughts are that NPCs with high intelligence should be prized!

Oops. My bad. I don't have the Fallout Tactics guide so I went back and looked at the perk descriptions on the NMA-fallout.com website under Fallout 2. What the swift learner does for you is not add skill points when you level up. Rather (according to0 MNA's Character Guide- Perks List,

"Each rank of this perks adds an addition +5% to your character's experience point total whenever your character earns experience.

Seems to me that this means that is your character picks a lock and gets normally 50 experience points for the job than actually, with the swift learner, you would get an extra 2.5% for a total of 52.5 experience points. These tally up so that you can level up.

Compare this to the Educated Perk whcih is supposed to add +2 skill points when your character gaions an experience level. Note that Swift Learner comes in level 3 and educated comes later.

Hmphff! But maybe this can tally up well depending on who you fight.
