About waiting for the sales, it depends of your current incomes and if you bought other expensives stuff these days.
About not buying, it depends if you could get into the gameplay/writting. You can try the gameplay on Fo1-Fo2-FoT, that are often on sales on steam, and the writting with Wasteland 1, which isn't expensive. (and maybe available in abandonware websites)
About buying it on day one, i would say if you are interested in the game and want to support indies/that kind of games.

I'd wait for it to come on sale, not because of money, but because by the time it goes on sale, the hype will have come down.
With the hype so high, people may overlook problems the game may have until the game has some age. I've never been a fan of joining hype trains, the only hype train I've ever joined was the GTA V hype train, but that's it. Of course, that has nothing to do with the actual game however, perhaps it would be worth to buy it immediately.

I'm not trying to gainsay H3rw00d, but as a counterpoint, no one here is really all that hyped up, I think. The NMA consensus seems to readily acknowledge that the game is full of flaws, rough edges, and questionable design decisions, but that it also delivers great writing, a good time, and a gameplay experience that hasn't been available on this scale in well over a decade. I think my brother said it best: it's not perfect by a longshot. Just like Fallout 1, 2, and Tactics.
I'd say you get your money's worth, especially if you haven't played the beta. Just go in expecting it to be its own animal. It's not "Fallout, except...". It's not "FO:T, but...". It's Wasteland 2, plain and simple. The apple didn't fall far from the tree.
