I'd tried to find the answer to this problem but could not find any solution on the internet, but now I've got one for anyone having the same problem:
I have WinXP SP2, ATI Mobile Radeon 64mb, and DirectX 10. FOT installed fine and I patched it to 1.27. The FT level editor worked fine, but the game itself would freeze on a black screen every time I started it up. No sound, no intro movie, just an hourglass.
So, for anyone else with this problem, the solution is simple, but I couldn't find it anywhere else: simply delete the Miles folder in your FOT directory. The problem is with the Miles Sound System, and apparently the 1.27 Patch was supposed to fix this, but I guess it didn't fix it for new versions of DirectX.
Also, I couldn't find a list of FOT command line switches, so here's a list for anyone who might need it:
Go to the FOT shortcut, open up the properties, change the target to "[FOTDirectory]\BOS.exe", with quotations, and add any of the following after
-s Disables sound
-m Disables music
-3 Forces DirectX3
-7 Forces DirectX7
e.g. "C:\Games\Fallout Tactics\BOS.exe" -s -m
