Disagree. It's been made pretty clear by many developers that they don't want to work with a publisher and that they believe working with a publisher will hurt the quality of the game they could make.
I would prefer they start this, and begin the kickstarter, now rather than after wasteland 2.
Assume 2 year development time. Id rather have the game 2 years from now, than 2 years after W2.
I would also rather they are able to keep funding projects and keep team members staffed...

Sure you could look for clues. It doesn't mean you find them. Like with all skills I would assume there are minimum thresholds you would have to meet.
Let's say you have a max skill value of 100 and max attribute vale of 10.

Perception is NOT a skill. It's an attribute.
In Wasteland you could actually USE attributes (which is something that you can't do in most game).
So, for instance, in Highpool, you had to (U)se (P)erception on the wall to find the entrance to a cave.
In Wasteland 2 you won't be able to...

Perception is an attribute. You can not "use" perception.
Examine is a skill. You "use" it.
Skills are, in part, derived from attributes.
What are you having such a hard time understanding?
Actually, it's pretty clear that they don't.
The post made it clear that you can't use Attribute, like you could in Wasteland. So examine would be a useable skill that is derived largely from Perception.
My Avatar isn't from any game. It's just something I mocked up to look like a Wasteland Portrait, so you were right both in that it looks like Wasteland, and that it isn't.
I spent 5 and a half years in the game industry. I worked for one company that I loved and 2 that I hated. However, in all of them I worked insane hours during crunch time for projects (which can last months...even years in some cases).
Now, it really all depends on what area you are going to...
