It's possible they were airburst weapons. If they were airburst neutron bombs, they would still generate potent heat and blast effects, but would be simultaneously less devastating to infrastructure and more hazardous to humans, owing to their enhanced radioactivity.

Ireland's pretty close to the UK (in fact, part of Ireland is part of the UK), so I imagine they'd be getting a heaping dose of radioactive fallout of their own.

Well, it's also indicated by Dashwood (in his terminal in Tenpenny Towers) that Moriarty came over from Ireland. That's kind of odd.

But if that were the case, surely the survivors might have looted the buildings for their advanced construction materials at some point in the past 200 years?
