You make good points. You'd think there would be far fewer super mutants in FO3; unless all the developers played fallout and got the vatted ending (probably did...).
Does anyone know why post-apoc cityscapes never look like they've actually been hit by an A-bomb?
I mean shouldnt 99% of the buildings be heaps of rubble (don't get me started on the washington monument  )?
I bet the ugly mutant with two tongues is an 'ultra-smart' super mutant / friendly NPC.
Maybe hes mayor of the new super mutant town! Something like Harold (from Gecko) blended with Gizmo (the fat guy from junktown) ... lol.
In an FPS its already hard enough to hit your target anywhere in the body adding % would be kinda redundant.
So even if you see the % what do you do then? You have to aim for the head manually? Or set the gun to an 'aimed shot' mode and it auto-targets the selected area with every shot...
I remember playing as a 'torr-esque' dimwit in FO2 and talking to the midget trainer in New Reno. One of the dialogue options was
"(Beat the little man and take his lunch money.)"
Made me chuckle for a while... then I became sad when I realized something like that will never be in FO3.
Honestly I was quite pleased with the 'ticketbot scenario' I laughed out loud when I read it the first time. The idea of a 200 year old bot rolling out and asking 2 supermutants "tickets please" is just proposterously funny. Watching it waste them shortly afterword would add a little bit of...
All things considered I think Fallout 3 is looking much better than I predicted it might. The environments look great, granted they are different than FO's more barren lands, but they present FO in 3D better than I could've hoped. The whole nuclear atmosphere is well done; the threat of...
FO1 - 14mm pistol (the sound it made was so satisfying, especially when you knocked someone down with it)
FO2 - Hmm.. probably the super sledge (I loved sending someone sprawling 14 hexes into a wall)
FO1 - LA Boneyard (I'd probably join up the Children of the Apocolypse, they seem like good people)
FO2 - It'd be fun to live with Gruthar in Vault 13 for a while (till they got shot up) then I'd probably end up living in NCR.
Considering I spent over $200 on World of Warcraft (doesn't that look stupid now) I'd probably spend at least that much to get an amazing moddable Fallout game.
Another reason for not having coins as currency would be because they likely phased out before the war. I would figure by 2070 almost all transactions would be done with plastic or wired from accounts.
A few of my favs from FO2:
"I can still hear where you are"
-enclave guard after being hit in the eyes
"I've got another leg"
-enclave guard after being hit in the leg
Some new ones:
"Damn, I had some hard candy in there"
(Hit in the torso.)
"I'm gonna get a prosthetic arm...
