    Fallout Tactics patches don't seem to be working.

    Where did you install the game? In program files or another folder e.g. c:\games? If in program files in might be user account control preventing the patch from installing properly, try disabling UAC and reinstalling the patch or reinstall the game in another directory.

    There are some weapon mods in the downloads section, one of them might have a sniper rifle to suit your needs. The only mod that possibly adds mortars is the Enclave mod, judging by gunner of shi's avatar.
