Would it be possible to merge the worlds of fallout 1 and 2?

As I understand it, the top of one map is the bottom of the other, and I think we can all agree the biggest problem is the whole tribal thing and hall of trials. So I got to thinking, what about using the fallout 1 startup, and allowing eventual exploration of the lands in fallout 2.

Of course, quite a bit of text and such will have to be altered to make it work, to allow for the lands, events and characters to fit without destroying continuity... but just as an idea, is it possible?

Exp table and gameplay issues aside, are the resources to actually do this available?

On the FOnline engine, I think this would be best.

Fonline? I have never heard of this. A quick search revelaed the modDB page, but I was left kind of unclear as to what it actually is, and what it contains. I see that it won an indie award, so I guess it must be good, and I am quite curious now.

Edit - I have done a little more research, and have decided that once I am finished my curent fallout 2 game I will try it, on a single player server. I saw a mod that does this, but I was hoping someone could explain exactly what files I need to download and install for the Fonline as well as the mod. I am not simply being lazy, I read the mod thread and followed its links, and I also browsed the Fonline homepage, but my comprehension seems to have failed me.
