How to use this thing ? the stats it shows is so tempting but it seems like impossible.. unless I use hex editor to change stats to 75.. which I don't think is possible

It is a joke and reference to Diablo, and there is no way you can use it. Just don't buy it, as it is very expensive and the woman at the Bazaar you buy it from will buy it back from you for less than half you paid her for it.
