Fallout 3 no doesn't work under Windows 7 x64`

All it does is keep looping back to the initial graphics setting screen.
It automatically selects maximum detail and when I click play it loops back to automatic graphics setting again.
I've tried compatibility modes, all available patches, taking ownership of save folders etc. No joy.

AMD Athlon II x2 245
4 Gig Ram
Geforce GTS 250 1Gig
Windows 7 Ultimate x64
Fallout 3 original release version.

Works fine for me under 7 x64.

Its a long shot, but try running it as an administrator and make sure the .ini files aren't read only.
