Fallout 3 won't get passed loading screen, ordinal 5360 error

Hello Ladies & Gentlemen. I am once again having problems with my Fallout 3. My Fallout 3 is not on Steam. My copy was made in the EU. It's worked fine before, once I did some troubleshooting by browsing this forum. But now I'm getting some different errors, and I can't figure out how to solve my problem.

In my event viewer, I get this error:

Just re-read your post. This problem should be due to your version of Games for Windows Live being outdated, hence the message linking you to an error with xlive.dll .
You have 2 choices, either get the latest version of Games for Windows Live from Microsoft, or disable GFWL altogether using this mod from the Nexus.

Just re-read your post. This problem should be due to your version of Games for Windows Live being outdated, hence the message linking you to an error with xlive.dll .
You have 2 choices, either get the latest version of Games for Windows Live from Microsoft, or disable GFWL altogether using a mod from the Nexus.

Okay, I tried it, and it did not help. I am still unable to launch the game. I still get this error in the event viewer

Have you tried re installing your game or c++ visuals? i had this same problem and when i did both of those it worked
